Percentage error

If a balance accurate to two decimal places was used to record the mass of ethanol
collected, what would be the percentage error due to the balance readings if the total
mass of ethanol collected was 20.10 g?

Why is it (2 * 0.005)/20.1 * 100 NOT (0.005/20.1)*100
